Can someone tell me if the spanish motorway speed sign of a blue square with white 80 is maximum or minimum speed and an advisory or compulsory sign

It is an advisory maximum, often located in and around area´s that the British would describe as accident black-spots. Advisable to use it as a maximum though, as convincing a Spanish Police officer that you know better, can be difficult.
