Head Lights Wont Go Off

Hi, Hope some one here has the info to Help me.

I Have a hyundai Accent (98) P reg
Today as normal no issue until I parked he car with everything off. Back 1 Hour later to find out that the battery was so flat it would not even register the dash lights. Then used a jump battery and seen that the lights were on with the ignition still off ( no key in)

It is clear the lights wont go off unless I pull the fuse out for them. There stuck on main beam abd the control stock on the steering wheel moves ok but wont alter there condition nor can I select Full beam (No Blue Icon On the dash)

I checked thwe wiring no cuts or other issues is the stock control broken or is the relay broken?
