It looks like service stations ie MOTO and Government are cashing in on it (regarding signs to rest tiredness can Kill)
I didn’t know there was parking restrictions at MOTO Donnington car park services M1 nth, at this time especially this time of the morning, it is not lighten up to view the signs of enforcement regarding Vehicle registration recognition cameras and most of cafes and shops are closed! I’ve been traveling all day and stopped in my car at MOTO car park at Donnington Services on my way home at 2.14am because I was tired and needed a rest.(As signs say on the M1 tiredness can Kill)I set off again after falling asleep until 6.03am on 8/10/09. I received a £50 parking notice and paid via phone for fear of it going up to £90 if I appealed` especially because of the postal strike.I will refrain from using any car park on motorways if I need to rest, I will drive off the motorway!

All MOTO say via CL Parking;PARKING UP TO 2 HOURS IS FREE BUT you parked OUTSIDE our terms and conditions and the matter is now closed.

The AA is campaigning about all aspects of 'big business' private parking enforcement which appear motivated by greed (revenue) rather than genuinely wishing to deter the breaking of parking rules. It is particularly ironic that of all places 'rest' areas should be new hot-spots for sneaky cameras to allow companies to send you an unplaeasant parking ticket shock in the post (with the help of the DVLA). The AA has told the Highways Agency and parking industry that this gives a bad image and that better ways must be found to help people comply with parking time limits - and in fact why there should be a limit at all for people who are obviously taking a rest.

The AA does not recommend people using service area parking as a replacement to a 'proper nights sleep' so in the main the two hour limit should be enough for a tired driver to take a brief nap of at least 15 minutes (Highway Code Rule 91).

The AA says parking punishments should fit the crime and frankly in this instance it was virtualy non-existant. Cameras are blunt instruments allowing cheap enforcement but which completely overlook the kind of thing a security patrol would have quickly spotted on at a glance - and probably ignored!

In the past some drivers, such as friends or work colleagues, were abusing the motorway service stations’ car parks by meeting up and parking at a mutually convenient one and then travelling onwards to their eventual destination using only one of their cars.

This practice obviously deprived the use of those parking spaces for other drivers actually wanting to use the motorway service station facilities.
