I wonder what the "description" field is for?

Anyone know of a webpage that summarises what the parking regulations for the UK (or just England) ARE in simple easy to understand words?

I now see that the "Description" field appears to be for a one liner describing the thread's subject. I think it sort of duplicates the subject field. At least I understand it now.
